This was made possible by the tolerant attitude of the German authorities and administrators who worked in partnership with the Poles, making easy profits for themselves. Thus, despite the war officially waged on the black market by the police, it continued to flourish. In 1942 two processes associated with the Jews played a part in the growth of the black market.

The Letter of Referral stresses that “all of these benefits apply only to theperiod of your employment within the borders of the Generalgouvernement and regular terms will be resumed upon your return to the plant inGermany”19 [original emphasis]. Although the Germans were united by the solidarity of the controlling minority, they still had to find a common ground with the thousands of Polish workers vital to production.
